Catalysing Policy Ideation through Transformative Development and Diverse Participation
In 2025, HEYA Inc. continued its journey as a catalyst for bold policy thinking and practical societal impact. Guided by our mission to bridge ideas, expertise, and implementation, we deepened our role as a convener of leaders, practitioners, and communities across Malaysia and beyond.
Over the past 12 months, the world has faced heightened geopolitical tensions, economic volatility, rapid technological change, and widening social divides. In this environment, open dialogue and data-driven policy conversations have become more critical than ever.
Responding to this moment, HEYA Inc. intentionally curated spaces for meaningful exchange: combining thought leadership with grounded, solution-oriented perspectives. Through a series of fireside chats, physical roundtable discussions, dialogue forums, and innovation-driven hackathons, we engaged policymakers, industry leaders, academics, youth, and civil-society partners to deliberate on issues shaping Malaysia’s future.
Our programs explored five core policy domains:
1. U.S.–Malaysia Diplomatic Relations
We examined the evolving dynamics of bilateral relations, focusing on trade, security cooperation, education, and technological partnerships. Discussions emphasized the need for strategic positioning, pragmatic diplomacy, and long-term resilience in navigating great-power competition.
2. Malaysia’s Technology and Industrial Transformation
Through multiple sessions on semiconductors, artificial intelligence, and renewable energy, we assessed Malaysia’s role in emerging global value chains. Conversations centered on workforce readiness, innovation ecosystems, and policies required to accelerate high-value, sustainable growth.
3. Fiscal Reform and Economic Resilience
Our fiscal policy dialogues addressed the difficult trade-offs governments face today. Topics included the targeted subsidy framework, industry development strategies, the impact of evolving U.S. tariff regimes, and future directions for health-financing reform. Participants highlighted the importance of equity, transparency, and long-term fiscal sustainability.
4. China’s Political Shifts and Regional Implications
Recognizing China’s influence on regional economics and security, we convened experts to unpack political developments and their implications for Malaysia’s trade, investments, and policy autonomy. These conversations helped stakeholders assess risk while identifying new opportunities for collaboration.
5. Reimagining Higher Education (2025–2035)
In alignment with Malaysia’s new Higher Education Blueprint, we facilitated forward-looking dialogues on the future of universities, skills development, and knowledge ecosystems. Key themes included digital learning, industry–academia partnerships, governance reforms, and pathways for nurturing globally competitive Malaysian talent.
6. Community Training and Policy Advocacy Capacity Building
Recognizing that meaningful policy change must also be driven from the ground up, HEYA Inc. invested in community-centered training initiatives. We provided policy advocacy workshops and sector-specific briefings to communities of interest, including youth groups, local leaders, NGOs, and industry practitioners.
